Report Animal Abuse
Cats, dogs, rabbits, and other companion animals are covered under "cruelty laws" that are enforced by the Chester County SPCA. You can leave a message with the CCSPCA Humane Investigations Department 24 hours a day, 7 days a week at 610-692-6113 x213 or you can fax your complaint to 610-692-7234.
If you suspect animal abuse, you should observe and gather as much information as possible, and try to write it down. All complaints are kept confidential, and complaints may be made anonymously, but please have as much of the following information as possible when you call:
- Name of the offender, if known
- Address or nearest crossroad (including the township) of where the animal is being kept
- The area where the animal is being kept (for example, rear yard, cellar, shed, etc.)
- A description of the animal
- Dates and times
- The nature of the abuse
- License plate number (if an automobile is involved)
- Any details
If you are willing to leave your name and phone number so that we may contact you for additional information if necessary, please remember that all complaints are kept confidential. But again, you may make complaints anonymously.
What Is Cruelty?
The following are some guidelines to help you recognize cruelty:
- All animals require shelter from the rain, snow, wind, and sun. Shelter is any non-metal structure that will keep the animal warm and dry.
- All animals require necessary veterinary care. Necessary vet care is that which is required to treat illness or injuries.
- All animals require clean and sanitary living conditions. Living space should be free of debris, and wastes should be removed routinely.
- All animals require necessary drink and sustenance. Water and food must be provided in amounts sufficient to maintain weight and hydration.
- No animal can be abandoned. Abandoned animals are those whose caretaker has forsaken their duty of care.
- No animal can be beaten or neglected.
