Subsequently, Pennsylvania Governor Edward Rendell appointed a new Dog Law Advisory Board in October and proposed sweeping changes to the state’s dog law and related state regulations designed to improve the conditions under which dogs are bred and sold in Pennsylvania. The Nonprofit of the Year Award recognizes those achievements as well as Chester County SPCA programs, including pet adoption services, animal lost-and-found services, humane education programs and pet visitation programs.
